Call for Papers and Panels at the IPSA World Congress 2027 in Rome

For the upcoming 29th IPSA World Congress, the Research Committee of Legislative Specialists (RC08) invites paper and panel proposals on a large range of classic issues in legislative studies, including but not limited to parliamentary organization, leadership, parties, committees, legislative behavior, legislative-executive relations, second chambers, gender issues, parliamentary engagement, and outreach. This is a fantastic opportunity to present your latest research, receive valuable feedback from leading experts, and network in the historic city of Rome. We are looking for (1) individual paper proposals, (2) paper proposals to open panels, (3) proposals for closed panels.
(1) Individual Paper Proposal: Papers may explore novel developments related to legislatures, such as responses to the rise of populism, changing roles of legislatures in the presence of military conflict and natural disasters, democratic erosion, and other challenges that legislatures face. We are also interested in papers related to legislative strengthening, legislative institutionalization, and analysis of successes and failures of legislatures to become/ remain independent and strong policy-making institutions. The call for proposals is not limited to the topics that you see above. We are open to proposals on other topics that you are interested in presenting at the conference. Please submit them to the track “RC 08 Legislative Specialists”.
(2) Paper Proposal to an Open Panel: You may propose a paper to one of the open panels:
- Innovations in Parliamentary Representation,
- Parliaments and the Power of the Purse in Contemporary Representative Democracies,
- Teaching, Learning, and Communicating about Parliaments,
- Sub-National Governance and the Limits of Democratic Oversight in Africa,
- Legislatures as Institutional Actors in Human Rights Protection,
- Corruption, Social Trust and Restorative Justice in addressing Modern Democracies,
- Parliaments in the Global South: Challenges and Transformations,
- Subnational Governance in Africa: The Search for Accountability.
(3) Proposal of a Closed Panel: Finally, there is still time to submit a complete closed panel on any given topic. A closed panel consists of at least four papers, discussants and panel chairs.
